Returnees: which measures to adopt?
Drawing upon best practice from around the world, and from the Centre’s experience in managing individuals in a situation of radicalization, the CPRLV proposes this action plan, which examines the different measures that could be put into place to safely reintegrate “returnees” from the conflict in Syria and Iraq.
This plan, which seeks to be used alongside judicial prosecution, as well as in the absence of it, takes a pragmatic and human-orientated approach to this thorny issue, and has three overriding objectives: Ensure Public Safety; Facilitate the disengagement of individuals from violent extremism and ensure their social reintegration; and mitigate the risks of recidivism and the re-involvment of returnees in radicalization and violent extremism.
